Notice to Qualified Vendors and Contractors: We are soliciting qualified firms to provide storm and emergency response services in support of potential 2026 weather events. Interested parties are invited to submit company qualifications and storm/event rate sheets for evaluation and possible inclusion in our storm response vendor roster.
Scope of Services (as needed)
Vendors/contractors are requested to provide one or more of the following storm response capabilities: Transmission, Distribution, Right-of-Way, Debris Removal
Vendor Requirements
Please provide your storm/event pricing, including:
- Labor for Services Provided (*Please note that Labor Categories/Titles listed on the rate sheet must match those Categories/Titles that will be shown on your invoices)
- Regular, overtime, and emergency rates
- Any minimum hour requirements
- Equipment (if applicable) (*Please note that the Equipment Name(s)/Title(s) listed on the rate sheet must match the Equipment Name(s)/Title(s) that will be shown on your invoices)
- Hourly, daily, and/or weekly rates
- Operator inclusion/exclusion
- Other Costs
- Mobilization and demobilization fees
- Standby rates
- Materials pricing (if applicable)
- Operational Details
- Estimated response time after notice to proceed.
- Geographic coverage area
- Rate validity period (e.g., hurricane season or calendar year)
Required Documentation
Please include the following with your submission:
- Current insurance certificates
- Applicable licenses or certifications
- State contract licenses
- Confirmation that your firm is not suspended or debarred from federal contracting.
Submission Instructions
Please submit the following for consideration:
- 2026 storm/event rate sheet(s) (labor, equipment, materials/consumables, minimums, after-hours/holiday rates, mobilization/demobilization, and any standby/on-call fees).
- Company profile and qualifications, including storm response experience and primary service areas.
- Equipment and staffing availability, including surge capacity and typical mobilization timelines.
- Proof of insurance and applicable licenses/certifications.
- Primary and emergency contacts (name, phone, email) for dispatch/after-hours response.
- Any applicable terms and conditions (e.g., invoicing, payment terms, documentation requirements).
- Vendors interested in submitting a quote should email Heath Lemieux to request the bid form.
